The Early Childhood Cabinet was selected last year by the CGA Appropriations Committee to participate as one of two "case examples" of Results-Based Accountability (RBA) implementation. The first year report to the 2006 Appropriations Committee included just three agencies reporting on three programs all related to preschool slots, with a total state and federal funding base of $73 million.
On Tuesday, February 13, 2007, the Cabinet as a whole reported on its Year Two RBA implementation. The RBA framework was expanded to include nine state agencies and 24 programs with a total budget of $287 million. This information was organized around four key strategies designed to achieve the state's goal of all children health and ready for school success at entry to kindergarten.
The “Ready by 5” RBA process included the cooperation and coordination of the following agencies:
- Children's Trust Fund
- Connecticut Health and Education Finance Authority
- Department of Children and Families
- Department of Higher Education
- Department of Mental Health and Addiction Services
- Department of Mental Retardation
- Department of Public Health
- Department of Social Services
- State Department of Education
